Chief, Intra-Theater Airlift Branch
Major Steven E. Angeloff distinguished himself by meritorious service while serving as Chief, Intra-Theater Airlift Branch, Headquarters, U.S. Air Force, Pentagon, Washington DC. During this period, as the Chief, Intra-Theater Airlift Branch, Major Angeloff made major budget outyear programming contributions to include additional responsibilities as the Tanker and Operational Support Aircraft and Very Important Person Special Airlift programmer in the Air Force Directorate of Programs Rapid Global Mobility Panel office. His budget programming of major Air Force programs ensured proper outyear posturing and utilization of resources in a very challenging, fiscally restrained budgetary environment. During this period, in support of the Air Force Program Objective Memorandum (POM) for fiscal years (FY) 2013 to 2017, Major Angeloff recouped 1.5 billion dollars of KC-46A funds after the contract was awarded, with a total savings of $52 billion dollars over FY 2013 to 2017. In supporting the Air Force energy consumption goal of reducing aircraft fuel consumption by 10 percent by 2015, he masterfully developed and defended a KC-10 drag clean-up initiative saving 24,000 gallons per aircraft per year with 116 million dollars of savings over the lifetime of the program, one of the few energy initiatives approved by the Air Force Corporate Structure. Further, with his focus on future savings, he programmed the retirement of 20 KC-135 aircraft which were excess to need, saving another 101 million dollars over FY 2013 to 2017. Moreover, he personally developed and allowed his Panel Chair to defend the Presidential Aircraft Replacement actions saving the Air Force 490 million dollars. Finally, Major Angeloff took the lead for organizing, scheduling, and fully preparing his Panel Division Chief for the annual Program Element Monitor Parades for the upcoming FY 13 POM, setting the stage for hard choices and actions requiring deep levels of understanding and strategizing. The singularly distinctive accomplishments of Major Angeloff reflect credit upon himself and the United States Air Force.
