Squadron Section Chief

Master Sergeant David B. Crosby distinguished himself in the performance of outstanding service as the Squadron Section Chief while assigned to the 116th Civil Engineering Squadron, 116th Air Control Wing, Robins Air Force Base, Georgia from 10 August 2007 to 23 September 2010. During this period, Sergeant Crosby's tireless efforts and commendable leadership resulted in unparalleled success for the 116th Civil Engineer Squadron. His service as a Squadron Section Chief placed him in the position to mentor 45 personnel in the Electrical Shop, Heating Ventilation and Air Conditioning Shop, Power Production Shop, Water Fuels Management Shop, Pest Management Shop, Structures Shop, Heavy Equipment Shop, Engineering Assistant Shop, Operations Shop and the Supply Shop. He consistently provided valuable feedback to shop leaders through first hand job knowledge and expertise, improving productivity and morale of Civil Engineer Squadron personnel. In addition, he deployed to Israel and supervised the installation of Lightning Arrestor Systems on two 77,000 square foot aircraft hangers utilized for Israeli F-16 and C-130 maintenance, ensuring the continued survival of the sovereign nation of Israel by providing safe storage for the aircraft defending the country's borders. Water and Fuels System Maintenance Journeyman

Senior Airman Clyde D. Winchester distinguished himself by meritorious service as Water and Fuels System Maintenance Journeyman, 379th Expeditionary Civil Engineer Squadron, 379th Air Expeditionary Wing, Al Udeid Air Base, Qatar. During this period, Airman Winchester's technical skill, knowledge, and leadership resulted in the remodeling of a Cadillac latrine addition to the Survival Evasion Resistance and Escape (SERE) facility. With meticulous attention to detail, he replaced two toilets with a new shower stall and plumbed in 300 feet of sewer and water lines, connecting the latrine to the base's water system and saving over thirty thousand dollars in contractor costs. Additionally, his expertise led to the delivery of more than two million gallons of bulk water to 105 mission critical facilities throughout Al Udeid Air base, supporting flight line operations, coalition aircraft, and over 11,000 coalition personnel. Furthermore, his leadership and foresight were critical to the dismantling of six equipment storage sunshades covering 240,000 square feet, the hauling of 25,000 tons of refuse and debris, and the reconstitution of over three miles of potable water lines. Senior Airman Winchester's efforts guaranteed his team met the crucial deadline for the 379th Air Expeditionary Wing Commander's number one priority of returning the South Munitions Storage Area back to the Qatari Air Force. Superintendent, Civil Engineering Squadron

Senior Master Sergeant John A. Smith distinguished himself in the performance of outstanding service to the United States while assigned to the 123rd Civil Engineering Squadron, Westover Air Reserve Base, Massachusetts. During this period, Sergeant Smith's outstanding professional skills, knowledge and leadership aided in the successful completion of numerous engineering, emergency management, fire protection and explosive ordnance disposal assignments during deployments overseas and within the United States. Recognized base-wide for his expertise within the career field, Sergeant Smith presented a presentation at a career enlisted workshop, hosted a Senior Noncommissioned Officer leadership development course, and served as president of the Westover First Sergeant's Council. A tenacious advocate for the career development of the squadron's airmen, his persistent encouragement resulted in an overwhelming 50 percent increase of Community College of the Air Force graduations as well as an 80% increase in Joint Professional Military Education course completions. While participating at SILVER FLAG, Tyndall Air Force Base, Florida, Sergeant Smith served as the deployed location's First Sergeant, responsible for a joint team comprised of over 150 personnel from 4 different bases. Sergeant Smith's extraordinary leadership was recognized, and he was lauded as an Outstanding Performer by school cadre and command leadership. NCOIC, Construction Management

Technical Sergeant Wayne A. Gonzales distinguished himself by meritorious service while serving as Noncommissioned Officer in Charge of Construction Management, Engineering and Construction Division, U.S. Army Corps of Engineers, Cannon Air Force Base, New Mexico. During this period, Sergeant Gonzales piloted the Programs Flight's engineering support for 87 Military Construction projects which were vital to the foundation of Cannon's 2027 Base Development Plan. He oversaw four construction managers and over 50 active construction projects across the state valued at 67 million dollars. Additionally, he revolutionized the process to digitize over 45,000 as-built construction drawings, enabling fast and easy access for Programming Flight personnel, and saved the Air Force 30,000 dollars. Moreover, his dedication and devotion was instrumental to him earning the Air Force Special Operations Command Maj Gen Eugene A. Lupia Award for Outstanding Civil Engineering Technician. Finally, his accomplishments directly contributed to Cannon's Brigadier Gen Archie S. Mayes Award for Outstanding Engineering Flight and the Installation Excellence Award, earning Cannon 600,000 dollars in quality of life upgrades. Program Development Officer in Charge

Lieutenant Katy N. Wentworth distinguished herself by meritorious service while serving as Program Development Officer in Charge, 56th Civil Engineer Squadron, 56th Mission Support Group, 56th Fighter Wing, Luke Air Force Base, Arizona. During this period, the professional skill, leadership, and ceaseless efforts of Lieutenant Wentworth resulted in the funding and construction of the 7.5 million dollar beddown of one thousand Marine and Navy personnel, saving more than 500,000 dollars through design innovations and accelerating project completion to three months ahead of schedule. Additionally, as the lead engineer technician, she was instrumental in the design of six fighter squadrons' renovation program and the 8.4 billion dollar F-35 beddown plan as the preferred alternative. Moreover, she efficiently programmed 97 million dollars worth of Sustainment, Restoration, and Modernization projects and was the catalyst to the rapid programming of 42 million dollars of Economic Stimulus monies, preparing Luke for an unprecedented expansion of quality of life projects. Further, she served as the coordinator for the 18.5 million dollar Anti-terrorism Force Protection final denial barrier project. Community Planner, 52nd Civil Engineer Squadron

Master Sergeant Dennis Kolesnik distinguished himself by meritorious service as Community Planner, 52nd Civil Engineer Squadron, 52nd Mission Support Group, 52nd Fighter Wing, Spangdahlem Air Base, Germany. During this period, Sergeant Kolesnik's leadership and versatility contributed to the successful completion of a myriad of duties. As the manager of a $15.5 million demolition project, he guided six squadrons and 14 facility managers through a relocation of 40 facilities. His efforts readied 200,000 square feet for the future Special Operations Wing. Furthermore, as the stop-gap wing executive officer, Sergeant Kolesnik validated 12 Promotion Recommendation Forms, 56 Officer Performance Reports, and managed 15 Higher Headquarters taskers with a 95% on time rate. As the Operations Engineering Superintendent, he led the flight to program and prioritize 617 projects into a seven year plan. This allocated $365 million at the right place and time to 1,600 aging facilities and earned the flight Air Force Best Practice. His impeccable performance earned him Wing Senior Non-commissioned Officer of the Quarter and Squadron Lance P. Sijon award. In addition, his efforts directly contributed to his unit earning the 2015 Air Force Best Large Civil Engineer Squadron, and the Wing the 2016 Commander in Chief Installation Excellence Award.
