Master Sergeant Manuel V. Santiago Jr., distinguished himself by outstanding achievement as Wing Counter Small Unmanned Aerial System Program Manager, 380th Expeditionary Security Forces Squadron, 380th Expeditionary Mission Support Group, 380th Air Expeditionary Wing, Al Dhafra Air Base, United Arab Emirates. During this period, in support of Operations INHERENT RESOLVE, Sergeant Santiago oversaw Air Force Central Command's largest Counter Unmanned Aerial System posture with $43 million dollars in detection and defeat capabilities. His leadership successfully protected 7.9 billion dollars in assets and 3,400 coalition personnel while identifying and defeating 11 surveillance drones and three multi-level Houthi missile attacks. Additionally, he benchmarked the Wing's Red Counter Unmanned Aerial System operation plan and the Wing's first ever joint training program, during which he certified 21 Counter Small Unmanned Aerial System Operators and led 33 sorties. His oversight led to the completion of Ninth Air Force's one room project, which included $190 million dollar joint Command, Control, Communications, and Computer System upgrades, nine months ahead of schedule. Furthermore, he oversaw system advancements including the Area of Operation's first TPQ-50 Lightweight Counter Mortar Radar power upgrade, the Base's first ever Fixed Site-Low, Slow, Small Unmanned Aircraft System Integrated Defeat System, and two additional electronic countermeasure camera system procurements. Program Manager, Cyberspace Projects
Captain Kyle D. Woodward distinguished himself by outstanding achievement as a Program Manager for Cyberspace Projects, 707th Communications Squadron, 707th Intelligence, Surveillance and Reconnaissance Group, 70th Intelligence, Surveillance and Reconnaissance Wing, Air Combat Command, Ft. George G. Meade, Maryland. During this period, Captain Woodward led a twelve member team to manage a thirteen million dollar application refinement and a four million dollar international program development project, paving the way for future capabilities within the Intelligence Community. In addition, he was vital to enhancing an analytical tool by sunsetting a deprecated system and training critical teams on the new system, enabling two thousand end users to continue signal intelligence processing operations. Furthermore, he led a team of six engineers to tackle a ten year old workflow issue by analyzing and fixing eight thousand analytic processes, resulting in a revised end user product with desired features. The distinctive accomplishments of Captain Woodward reflect credit upon himself and the United States Air Force.
Strategic Sourcing Officer
Captain Gregory Santiago distinguished himself by outstanding achievement as Headquarters Air Force Branch Chief and Strategic Sourcing Officer while assigned to the Headquarters Air Force District of Washington, Bolling Air Force Base, District of Columbia. During this period, the outstanding professional skill, leadership, and ceaseless efforts of Captain Santiago resulted in major contributions to the effectiveness and success of over 30 Air Force programs and overseas contingencies. He was the driving force in over 587 actions valued at 212 million dollars in support of Headquarters Air Force missions. His expertise was instrumental factors in the awarding of several of the Air Force Chief of Staff's top initiatives including a 98 million dollar award for financial management support, and the Iraqi Transportation Network valued at 13.8 million dollars, which reduced deployed troops' footprint by 50%. In addition, he was critical in leading the transformation of his deployed unit from a strictly sustainment into a contingency role while base capacity increased by 5,000 personnel and over one hundred rotary-winged aircraft. Moreover, his leadership directly led 47 million dollars in life support and humanitarian efforts including construction of 10 schools and two bridges. Cruise Missile Systems Engineer
Major Timothy W. Jackson distinguished himself in the performance of outstanding service to the United States while assigned to Air Force Nuclear Weapons Center (AFNWC) Missile Sustainment Division, Tinker Air Force Base, Oklahoma from 1 Oct 2008 to 1 May 2011. During this period, as the Cruise Missile Systems Engineer, Major Jackson used his extensive missile background to inform the AFMC commander of critical security issues in the Nuclear Enterprise. His efforts resulted in the development of the first approved AFMC depot process guide on Nuclear Weapons Related Material that continues to ensure the safety and security of critical nuclear weapons today. In addition, he spearheaded the cruise missile systems engineering assessment, the first in the Air Force Nuclear Weapons Center, charting the path for future assessments of other systems in the center. Further, Major Jackson led the successful execution of engineering and tech services checklist self-inspections for three squadrons, ensuring 100% compliance on processes required to sustain the Air Launch Cruise Missile until 2030. He developed a program to automatically track contract engineering projects, ensuring scarce funds attack Air Force Global Strike Command's number one ALCM needs. Finally, after a flight test failure identified a missile component issue, Major Jackson developed a tracking tool showing reliability projections to instantly answer STRATCOM nuclear planning questions.
